City Council Member & Pastor

Dr. Tamala Kelly was elected to the Monrovia City Council in 2022 and appointed as Mayor Pro Tem from 2024 to 2026. She is currently serving her first term and is proud to be the first African American woman elected to the Monrovia City Council.

In her role, Dr. Kelly serves as a Member-at-Large with the Cal Cities African American Caucus and was appointed by the Caucus to the Cal Cities Housing, Community, and Economic Development Committee. She also represents Monrovia on the San Gabriel Valley Council of Governments Energy, Environment, and Natural Resources Committee and the 2028 Paralympic Games Committee, and serves on the Board of the Immigration Resource Center of San Gabriel Valley. Dedicated to making a meaningful impact in Monrovia and beyond, Dr. Kelly completed the 2025 California Civic Leadership Institute.

Dr. Kelly has remained deeply engaged in the community over the past 20 years through health fairs, food and clothing drives, and hot meal deliveries. She has served as an Ambassador with Child Help USA and as a Partner with the Monrovia Youth Alliance through the Santa Anita Family YMCA. In addition to her civic service, Dr. Kelly is an associate college professor and the CEO of Empower 2 Purpose, Inc. Together with her husband, they founded The Purpose Church in Monrovia.

Dr. Kelly’s priorities include public safety, affordable housing, preserving Monrovia’s character, and ensuring the City remains fiscally responsible and transparent.
